    Manpower planning in small business enterprises has to be planned carefully to keep operation costs to a minimum. When the size of manpower is large the operation costs of small organization will become high. Manpower planning and use should depend upon the business operations requirements. Number of projects which an organization can get is limited in contracting business. For this reason there is no requirement to have a large work force. Contractors and their sub-contractors can handle limited project works in the school systems. Small contractors can handle 40 projects in a year. If the small organizations acknowledge more projects over 40 projects in a year, the main contractors and their subcontractors will end up in so many problems. The success strategy would be to ensure that staffing needs should satisfy whether available manpower is enough to meet project completion requirements. The manpower should support work completion of 40 projects within time and cost constraints. Cost would be high if the number of projects are increased which would make contractors to make change in the hiring of more subcontractors to carry out specialized work under the project. If Crains extend their business investment ventures beyond New York market they would be required to increase existing manpower otherwise project completion expectations would be highly displaced.
    Financial Resources Vs Project Requirements
    Funds are required to complete projects smoothly and on time. In this case since projects very much depend on public funding, the organization cannot plan to expand their business activities beyond New York to other business districts. How many projects the organization can undertake or how big the projects they can mange would depend on the extent of public funds flow.

    Public & Private Partnership Model
    The public and private partnership model was introduced by Bob Tishon, who was the pioneer on this innovative process. This public and private partnership model was created to take the fields project and this concept was attempted to be applied at schools by Andrea Wenner. Out2Play project was implemented by Andrea Wenner. Her work on the project had won her great acclaim with a second place win in the competition. This success provided her company with good coverage and was included in the issue of Crain's New York Business. Larger projects are more exciting and thrilling than smaller projects. Continuing the discussion further on the subject, the urban developments can cover lots of bigger projects and more kinds of projects if they are financed by public and private partnership models. The Columbian community was positive and strong in declaring their support to the publie and private partnership models.
